The urban universities in this country were expected by those who established and nurtured them to become as significant to the development of the city as the land-grant schools had been to agriculture (Jencks and Riesman 1968). The concept of the urban university grew out of a need for educational opportunities and services to newly arrived immigrants and to others living in the city.

This point is particularly true when one is dealing with the better students who are more likely to go to college. The literature indicates that these students will go to academic libraries unless they are denied entry, and special efforts should be made to design programs that cope with and capitalize on this reality. While this subject will be discussed in greater detail elsewhere in this volume, it is important to acknowledge that service to high school students is becoming a more readily apparent challenge than ever before and that it will not be ignored.
